What insulation on a travel tower actually means

An insulated tower is built so that the boom and the basket liner will not conduct between the work and the ground. That is what allows a crew to work on or near an energised asset without the machine becoming the path. It is engineered into the machine at manufacture and it degrades with use, damage and contamination, which is why the test date matters more than the rating printed on the plate.

Two things compromise it in practice, and neither is dramatic. The liner takes damage – a knock, a cut, a build-up of dirt or moisture – and a rated liner that is compromised is not rated any more. And the boom itself accumulates contamination if the machine is not kept clean. We keep our trucks clean and painted for maintenance reasons rather than appearance, because a hairline crack or a damaged section on a clean machine is visible the day it shows up.

The testing schedule is what keeps the rating honest. Electrical test every six months. Full safety inspection with every cover off every three months, checking pins, bushes, hoses, legs, tyres and wheel bearings. Load test every twelve months on the boom, the basket and the legs. A new tower is built and certified at the factory to last ten years, and after that it goes through full recertification every five – boom off, extensions and cylinders out, crack and sonar testing on the welds and pins, pins and bushes and hoses replaced as needed, repainted, signed off by an engineer and a new plaque fitted.

One thing an insulated machine does not give you is permission. It is what makes the work possible, but the approval to work on or near the asset comes from the asset owner and the requirements come from Energy Safe Victoria. Hire the rated machine and get the approval separately – neither one substitutes for the other.
